Home Affairs Minister, just doesn't talk to anyone or read anything or is it just convenient so to get out of jail.



4.  Deputy M.R. Higgins of St. Helier will ask the following question of H.M. Attorney General –


“Further to the unauthorised publication of the Disciplinary Tribunal’s Judgment into the conduct
of the  3 Jersey police officers involved in the Curtis Warren investigation, will the Attorney
General comment on the allegations made in the judgement that the lack of complete
co-operation by the Jersey Authorities not only compromised the Hampshire Police enquiry but
also limited the full facts available to the Presiding Officer making a decision?”





7.  Deputy S. Pitman of St. Helier will ask the following question of the Minister for Home Affairs –


“Would the Minister inform members whether Senior Police Officers failed to co-operate with a
disciplinary investigation relating to the Curtis Warren case which they themselves had initiated
and, if so, what action, if any, will he be taking?”




8.  Deputy M. Tadier of  St. Brelade will ask the following question of the Minister for Home
Affairs –


“Following the unauthorized publication of the disciplinary tribunal’s judgement relating to the
3 police officers involved in the Curtis Warren case, has the Minister acted upon the
recommendation made at the tribunal that all 3 officers be formally commended for their hard
work and professionalism and, if not, will he do so and, if so, will the commendation be extended
to other officers involved in the case?”




13.  Deputy T.M. Pitman of  St. Helier will ask the following question of the Minister for Home
Affairs –


“Further to the unauthorised publication of the judgement relating to 3 police officers involved in
the Curtis Warren case, has the Minister asked for a criminal investigation to be undertaken into
the issue raised in paragraph 29, namely the authenticity and accuracy of unsigned statements, a
matter that was called into question by a witness?”







17.  Deputy M.R. Higgins of  St. Helier will ask the following question of the Minister for Home
Affairs –


“Further to the unauthorised publication of the Disciplinary Tribunal’s Judgment into the conduct
of 3 police officers involved in the Curtis Warren investigation, does the Minister stand by his
written answer of 29th January 2013 that “The public can be fully confident that the issues were
properly investigated by an outside Police Force” when the Tribunal’s judgment states that the
lack of co-operation “can only have compromised the Hampshire enquiry?”

  6. Deputy S. Pitman of St. Helier will ask the following question of the Chairman of Privileges and Procedures Committee – 

“Will the Chairman advise whether any consideration has been given to having a separate referendum question on the same day as the proposed electoral reform referendum, namely on the ‘Carswell’  recommendation that the Bailiff should cease to act as President of the States? And if not, why not?”

Now This one just shows us the contempt that the COM Has for anyone! The Minister was given this Question LAST THURSDAY. An Absolute Disgrace.
What other Government would but up if this?

 8. Senator S.C. Ferguson will ask the following question of the Minister for Health and Social Services –  

“Would the Minister confirm the size of population upon which the size of the proposed new hospital is being based?”





 10. Deputy T.M. Pitman of St. Helier will ask the following question of the Chief Minister –
 
“Does the Chief Minister consider that option B of the Electoral Commission meets international standards outlined by the Venice Commission - in that it proposes the votes of those in urban areas such as St. Helier for example would be worth less than others? If so, how does he believe this to be compatible with Council of Ministers’ commitment to promoting fairness as part of a strong and successful Island?

 14. Deputy J.M. Maçon of St. Saviour will ask the following question of the Chairman of Privileges and Procedures Committee –  

“Can the Chairman explain whether the proposed referendum will carry a participation threshold, before the results will be deemed credible as there is no provision for this in the 2002 Referendum (Jersey) Law 2002 or in P.52/2013 and, if not, why not?”






 17. Deputy T.M. Pitman of St. Helier will ask the following question of the Minister for Treasury and Resources – 

“Given the Electoral Commission has put forward Option B which suggests that votes of those in urban areas such as St. Helier for example would be worth less than others, would the Minister be able to balance this discrimination by reducing taxation for such electors?” 






 18. Deputy R.G. Le Hérissier of St. Saviour will ask the following question of the Minister for Treasury and Resources – 

“Given, from information released last week, that only 737 home connections have been made between August 2012 and now in the Gigabyte Jersey project, how does the Minister reconcile this with his answer to Senator Ferguson on 26th June 2012 that the rate of connections was anticipated to rise to 2000 per month? How much of the Budget of £41.5 million remains to be spent?”



Now we had Constable of St Saviour asking the Transport Minister why he's going to be resurfacing Rue Des Pres Trading Estate & not the roads that do really need it.


Now there was a bit of interference just before she Asks her Question, So please Bare with it.

3. Deputy M.R. Higgins of St. Helier will ask the following question of the Chief Minister -

  “Will the Chief Minister advise the Assembly the current position regarding the Historic Child Abuse Redress Scheme and in particular the number of claims accepted, rejected and in dispute, and in the case of the latter will he outline the nature of the disputes and the current position regarding the extension of the scheme to cover people who were abused whilst in foster care or abused by persons who either lived in the care homes or were visiting them?




  4. Deputy M. Tadier of St. Brelade will ask the following question of  H.M. Attorney General –

 “Given the criticism of States Police and a Lawyer in the Law Officers’ Department by the Privy Council in relation to the Curtis Warren prosecution and the alleged involvement of the Attorney General in the subsequent police disciplinary case, would the Attorney General make a statement clarifying the situation?”




7. Deputy R.G. Le Hérissier of St. Saviour will ask the following question of the Minister for Home Affairs –  

“Given the verdict of the Police Disciplinary Tribunal, is the Minister satisfied that the police acted with complete authority in the matter of bugging a vehicle in the case Re Curtis Warren?”

“Due to the important public interest issues involved will the Minister publish the written decision of the disciplinary tribunal involving the three police officers involved in the Curtis Warren car bugging case, and if not why not? And if so when?

Question 13. Surpasses everything that been aloud to happen in the States to this Date! Chief Minister passes Question to someone who Knows, But He say's he Knows nothing, But he say's its an on going Case so he can't Say any more!!!!!!!!!!!!

  So has he told us that there IS a Supper Inthingy out there that has been paid for out of our Tax's? To do with Private Person's against another Private Person?

“Does the Chief Minister plan to propose the creation of a Minister for External Relations and, if so, has he considered how this would impact on the so-called ‘Troy’ rule in the eventuality of the number of States Members being reduced as proposed by the Electoral Commission?”









4.  Deputy M. Tadier of St. Brelade will ask the following question of the Minister for Home Affairs –

“Will the Minister provide an estimate of the cost incurred by Department in respect of the surveillance, arrest, security and conviction of Curtis Warren and associates and the cost to date of the investigation and subsequent disciplinary action being pursued against three of the officers involved in the said case?”




10.  Deputy M. Tadier of St. Brelade will ask the following question of H.M. Attorney General –

“Will H.M. Attorney General provide an estimate of the prosecution costs in respect of the conviction of Curtis Warren and associates, including the appeal case, and advise what steps, if any, have been taken to recover the court and case costs?”

4.  Deputy M.R. Higgins of St. Helier will ask the following question of the Minister for Home Affairs –

“Will the Minister advise members whether any witness statements made by victims of child abuse that were made to, and in the custody of, the States of Jersey Police were subsequently lost and, if so, have these statements now been recovered; if not, what are the implications for victims making claims for compensation under the Historic Abuse Redress Scheme?”









7.  Deputy T.M. Pitman of St. Helier will ask the following question of the Chief Minister –

“In view of concerns raised by a number of States Members and stakeholders, will the Chief Minister ensure that the issues of both the police hand-over of investigations and the actions of those in political power will be fully covered in the Historic Child Abuse inquiry terms of reference?”






13.  Deputy M.R. Higgins of St. Helier will ask the following question of H.M. Attorney General –

“Is the Attorney General aware of any cases of alleged criminal offences committed by serving officers in the States of Jersey Police and, if so, what action if any, will he be taking to prosecute such officers to maintain or/restore public confidence in the police and to show that no one is above the Law?”








15.  Deputy M. Tadier of St. Brelade will ask the following question of the Minister for Home Affairs –

“Was the Hampshire Police investigation into the circumstances leading to the arrest of Curtis Warren and others due to be completed in December this year, and, if so, will the Minister inform Members whether the investigation has been completed and, if so, will he make the outcome known?”

Questions without Answers. 04/12/12.



Last night at the St Helier Parish Hall, If that had been arranged by a couple of Bloggers it would of been said all over the Media that it had been loaded with Blogger's. But because it was The Chief Minister & Senator Bailhache this point is not told. Because it was full of National Trust people not the general public, I wonder how many of the 17,000 people that voted for them want this to happen?
  How can all that Money be spent on so few people! I cope it costs £16 Million & take years to complete.

Anyway back to the reason for this Post.

2.  Deputy T.M. Pitman of St. Helier will ask the following question of the Chief Minister –


“Will the Chief Minister advise whether there any are earlier versions of the Napier report in existence other than the one published as R.132/2010 and, if so, will he agree to release these to Members?”







4.  Deputy M. Tadier of St. Brelade will ask the following question of the Minister for Health and Social Services –

“Given that in her response to the report by the Health, Social Security and Housing Scrutiny Panel (S.R.2.Res), it was anticipated that the report of Action for Children Review would be published at the end of June 2012, will the Minister explain why there has been a delay and when it will be published?”




8.  Deputy M. Tadier of St. Brelade will ask the following question of the Chief Minister –

“Will the Chief Minister explain why the Verita recommendation (agreed by the States in 2011) to ‘review what actions the government took when concerns came to light in 2008 and what, if any, lessons there are to be learned’ has been omitted from the Council of Ministers’ proposition ‘Committee of Inquiry – Historical Child Abuse’ P.118/2012?”

The New Police HQ, Cop Up ?


When I heard Senator Ozouf wanted to put the Cop Shop at Green Street Car Park, I thought it was a Joke & how right I was, after listening to Deputy Martin's Speech to her Proposition, why O why do they want it there! 

I have put this up because I think it is important that people know what's going on, I know its long but you may want to Listen or you Don't, Simples.
You take your choice.

Can't do every Proposition Debate, But I think the ones like this should be out there for all too Listen too. If they want. Hope you want this, I'll but the next one's up so we can all Here what they have said in years to come which ever way it goes! 


The Education & Home Affairs Scrutiny Panel, are not convinced of this location.

“Would the Chief Minister explain why he made the statement on 16th October 2012 concerning the investigation of allegations against a former Senator in relation to planning corruption and on what basis was the statement made?”

“With reference to the proposed Committee of Inquiry into Historic Child Abuse, will the Chief Minister confirm that Paragraph 10 of the proposed Terms of Reference will allow the Committee to review the suspension of the former Chief Officer of the States of Jersey Police and whether the suspension was because of concerns relating to the prosecution of offenders?






9.  Deputy J.H. Young of St. Brelade will ask the following question of the Minister for Planning and Environment –

“Would the Minister explain why in his public comments, he has described the development of Housing on the headland at Plémont as an ‘environmental improvement’, when the Planning Inspector’s report concluded that housing at Plémont conflicted with the Island Plan Spatial Strategy and required ‘cogent, exceptional justification’ and how he will prevent his advocacy of this proposal having a damaging effect on the future integrity of the Island Plan?”

“In the light of last week’s decision by the Minister for Planning and Environment to grant planning permission for 28 homes to be built on the site, will the Chief Minister be persisting with his proposition seeking to acquire the former Plémont Holiday Village (P.90/2012)?”
