1.  Deputy J.H. Young of St. Brelade will ask the following question of the Minister for Planning
and Environment –

“Since the Minister’s appointment, have any complaints been received from members of the
public alleging maladministration and, if so, would he advise what proportion of these
complaints have been independently investigated and written responses made and detail the
number of these complaints which are still without reply?”

“What powers, if any, does a Court have to ensure that full indemnities awarded to members of
the public at the conclusion of a court case are enforced and the injured party is not left thousands
of pounds out of pocket?”

17.  Deputy J.H. Young of St. Brelade will ask the following question of the Minister for Planning
and Environment –

“Will the Minister inform the Assembly whether he has delegated powers to officers to enter into
planning obligation agreements which require land transactions and monies to be paid, as
proposed for the Plémont development and, if so, does the delegation allow those powers to be
exercised where there is a formal complaint pending under the Administrative Decisions
(Review) (Jersey) Law 1982 which could justify independent investigation?”

18.  Deputy G.P. Southern of St. Helier will ask the following question of the Chief Minister –

“Will the Chief Minister agree to instigate an investigation into the use of zero hours contracts
across the Island in order to assess whether the use of such contracts by employers is appropriate,
and if not, why not?”

A busy Day for the Chief Minister. That Dean has a lot to Answer for, look at the trouble the chief's in.

5.  Deputy T.M. Pitman of St. Helier will ask the following question of the Chief Minister –

“Following his meeting with the businessmen who raised concern at seeing the Assistant
Minister with responsibility for External Affairs reading confidential documents in full view of
the public on a flight, does the Chief Minister support the Assistant Minister’s views expressed
on 14th May 2013 that the allegations were ‘inaccurate’ and gave a ‘fictitious and malicious
account’ and, if not, will he now be asking his Assistant Minister to resign?





8.  Deputy J.A.N. Le Fondré of St. Lawrence will ask the following question of the Chief Minister –

“Further to his answer on 4th June 2013 when he stated he had requested the Bishop to make
public the terms of reference for the Dame Heather Steel investigation into the Korris review,
would the Chief Minister advise whether he has received an update relating to this matter, given
that a visitation connected to the investigation has just commenced for which the terms of
reference are available?”






12.  Deputy M.R. Higgins of St. Helier will ask the following question of H.M. Attorney General –

“Will H.M. Attorney General advise members to whom the Chief Officer and Deputy Chief
Officer of the States of Jersey Police are accountable for their conduct and who would determine
whether they should be investigated in circumstances in which they are alleged to have perverted
the course of justice?”





13.  Deputy M.R. Higgins of St. Helier will ask the following question of the Chief Minister –

“Would the Chief Minister agree that a public sector employee should not knowingly lie or try to
deceive a civil or criminal court or tribunal and that such an act would constitute grounds for
instant dismissal for gross misconduct?”






14.  Deputy R.G. Le Hérissier of St. Saviour will ask the following question of the Chief Minister –

“Would the Chief Minister establish an independent inquiry to report expeditiously about the
allegations that the Assistant Minister for External Relations has obtained and read in public
confidential documents associated with the suspension of the Dean and, if not, why not?”

One thing is for sure The Church is not looking good in this sorry affair. Senator Bailhache's great plan of leaving the UK is looking shaky if his going to rely on the Church to back him.

We have 12 Parish Churches & say there is 100 people that go to each church & that is a over estimate, that only gives him 1,200 people out of a Island of 105,000. So its not looking good , Thank God.

“Will the Chief Minister confirm that, in common with best practice, ‘gagging’ clauses will no
longer be permitted in compromise agreements?”

“Further to concerns raised by a member of the public travelling on the same flight as the
Assistant Chief Minister with responsibility for external relations, that he was able to identify
details of both the victim and alleged abuser in the suspension of the Dean’s Commission case,
does the Chief Minister stand by his statement that the only document being read was the Korris
Report which does not contain names?”

“Given the Chief Minister's assertion last year that “There is no wish or need to accommodate or
to give encouragement to those who seek to involve Jersey in aggressive tax planning schemes”
(Hansard 26.6.2012), will the Chief Minister carry out an investigation to ascertain the extent to
which such schemes are used in the island, to confirm his position in this matter?”

This is the Friday after the debate about passing the terms of reference for the committee of Inquiry into State aloud Child Abuse which happened on Wednesday just gone & the Breaking News Today is of the Dean of Jersey's Church of England has been Suspended for not following correct Practise & Covering Up the Abuse of a Vulnerable Parishioner by a  Church Warden. 

You just could not make this SH!T Up & he had the Audacity to Speak in this Debate.

Two Very different Speeches In COI Debate

First we have a one of the old dinosaurs that should not be in the States Chamber,
 Constable Michel Philip Le Troquer.
What's he got to Hide he was in the Police Force from 1975 to 2003! so right in the thick of it when they were picking up Run Away's & taking them back to get some more! He should not of been aloud to of been involved in this Debate!

So just Shut up, let the COI do its business & for once & for all get the Truth out there.

Now we have Senator Francis du Heaume Le Gresley with his best Speech since taking over from Senator Stuart Syvret.  His not an old dinosaur, he's someone that sees the big picture & wants an end to this horrible  part of your History, he wants the Truth to come out so this chapter can come to a end.  We need more States members like him not like Troquer.

It was his Proposition to set up an Committee of Inquiry that got us to this point so he has to be Thanked & you will here the emotion in his voice & I'm sure the Relief because he knows it's going to happen & that is some feat.

of any tender documentation” in the case of mechanics and cleaning staff transferred from
Connex to CT Plus?”

of the  3 Jersey police officers involved in the Curtis Warren investigation, will the Attorney
General comment on the allegations made in the judgement that the lack of complete
co-operation by the Jersey Authorities not only compromised the Hampshire Police enquiry but
also limited the full facts available to the Presiding Officer making a decision?”

“Would the Minister inform members whether Senior Police Officers failed to co-operate with a
disciplinary investigation relating to the Curtis Warren case which they themselves had initiated
and, if so, what action, if any, will he be taking?”

Affairs –


“Following the unauthorized publication of the disciplinary tribunal’s judgement relating to the
3 police officers involved in the Curtis Warren case, has the Minister acted upon the
recommendation made at the tribunal that all 3 officers be formally commended for their hard
work and professionalism and, if not, will he do so and, if so, will the commendation be extended
to other officers involved in the case?”

Affairs –


“Further to the unauthorised publication of the judgement relating to 3 police officers involved in
the Curtis Warren case, has the Minister asked for a criminal investigation to be undertaken into
the issue raised in paragraph 29, namely the authenticity and accuracy of unsigned statements, a
matter that was called into question by a witness?”

Affairs –


“Further to the unauthorised publication of the Disciplinary Tribunal’s Judgment into the conduct
of 3 police officers involved in the Curtis Warren investigation, does the Minister stand by his
written answer of 29th January 2013 that “The public can be fully confident that the issues were
properly investigated by an outside Police Force” when the Tribunal’s judgment states that the
lack of co-operation “can only have compromised the Hampshire enquiry?”
