Questions in the States 19/10/10.

2. The Deputy of St. Mary will ask the following question of the Chief Minister –



“Can the Chief Minister explain why, during the time the suspension or disciplinary action against the Chief Officer of States of Jersey Police was being discussed and prepared behind the scenes, there was no formal attempt to resolve the issues between the Minister for Home Affairs, senior officers who had concerns, and the former Chief Officer of States of Jersey Police?”





9. The Deputy of St. Martin will ask the following question of the Chief Minister –



“Will the Chief Minister inform Members why part (d) of the Terms of Reference relating to the former Police Chief’s sworn Affidavit and published in the comments to P.9/2010 and in the Jersey Evening Post on 26th March 2010, was removed from the Napier Report and advise who was responsible and, given the Affidavit’s relevance to the suspension, why Members were not party to the decision to amend the Terms?”






15. The Deputy of St. Martin will ask the following question of the Minister for Home Affairs –



“In light of the criticism in the Napier Report of the Acting Chief Officer of the States of Jersey Police, will the Minister be undertaking disciplinary action against this Officer in order to demonstrate consistency and does the Minister still have confidence in the said Officer’s integrity and suitability to continue in Office despite his imminent retirement?”






23. Deputy M. Tadier of St. Brelade will ask the following question of the Chief Minister –



“Given that the Chief Minister stated that the initial suspension of the Chief Officer of the States of Jersey Police, which was heavily criticised in the Napier report, was justified in light of the Wiltshire Report submitted a year later, can he confirm whether ‘the end justifies the means’ is now an accepted principle of his administration, and, if so, in which other areas this will be applied?”

Is the Chief Minister saying Mr. Napier himself ''Prior to the detail investigation commencing Mr. Napier discussed the revelvance of the Paragraph with the Deputy Chief executive who was overseeing investigation and the agreed it was no longer required?

This does not add up Mr. Napier picking and choosing what he is paid to review? That would make sense if he was looking for a particular outcome.

Well what are those good reasons for the suspension then? He won't say though, will, it's Top Secret. What a load of crooks!

Why did Mr Napier, when asked to attend a press conference, choose not to?

What was he concerned about? Does he not stand by his report?

One cannot justify the unfair action against Graham Power with a report released 12 months later.

The process should have been fair regardless of the late report.

The report had no significance to Graham Powers rights in the actions taken at the time.

It would appear that 'The Jersey Way' of justice, is do whatever it takes, ignore employment law, best practice and human rights, and just hope that something turns up later to justify the action.

Even if Graham Power had been given the opportunity to defend himself against the allegations and had lost. The process leading to his suspension was abused.

As Chief Minister does TLS not realise this is not about what he, wants such as he, would like this put to bed, the matter is closed, he, is satisfied he, sees no reason to hold press conference etc etc. The public want the truth it is his job to be truthful and answer the questions not give us i am happy blah blah blah blah.

Where are the answers what are the reasons for Graham Powers suspension? justified or otherwise?
Where are the answers. The suspension at a cost to the public.



He is accountable. That is his job?

I do not think we will get justifiable reasons for Graham Powers suspension from the Chief Minister simply because there are none. I am more interested in the secret meetings that took place and the reasons why.?

The chief minister thinks bringing Napier back to answer questions from politicians and members of the public would not be worth it because of a lack of interest.Let me assure him there are many, many people who would jump at the chance,anything that would get to the bottom of this murky little saga would get my vote.
