Senator Jim Perchard Tell's us we are a shinning Light.

So Senator Jimmy Perchard tells us that Jersey is the best working Democracy in the World. So why do so many people think its Brocken then.

Not only are you recording our "modern day" States Members, but as Montfort Tadier said, so is history.

Jersey a shinning beacon of Democracy? priceless Senator Perchard just bl--dy priceless! Wonder what the Historians will make of that little gem?

Well done putting up these speeches ahead of Hansard, which will take two weeks to be made available on the States website. What a pity the BBC do not put the States debates on line via the internet, as well as on the AM frequency. Perhaps PPC could look at that.

Both Perchard and Le Main gave vintage speeches. Backwoodsmen to the last!

It is quite apparent that Senator Perchard had not read the submissions to the Carswell enquiry and, even if he did, understood nothing. He was not alone however. The majority of States Members simply did not want to be debating this issue as they cannot understand the need for fundamental change. Only a few actually made submissions.

There is deep ignorance in the legislature and it behooves those that fail to vote to reflect on that abstention, to recognise that their disengagement results in the election of the uneducated and the prejudiced. The poor caliber of our States Members comes out time and again. It is to the detriment of government and any semblance of democracy. The power holders of the Crown Officers and Council of Minister have the system locked down solid and intend to keep it that way. Anything associated with the exercise of power is corrupted.

The current position of the Bailiff is untenable in a modern democracy. It is a feudal relic of a pre-democratic era. A torpedo with “separation of powers” written along its length, has already been launches and will strike amidships for certain. Those that cannot see the need for change are willfully blind.

Mr. Perchard throw out a challenge to States members.

''I challenge any member in recent times to give an example of where the Bailiff when prociding over this assembly has displayed anything, but neutrality and impartiality''

Channel Telly usually have a link to live internet-streamed States meetings, which can then be recorded using software like Audacity. However they sometimes fail to start the broadcast on time
